Biomass energy potential in Argentina (2005) Rapport d'investigation - en Anglais
Abstract
The study reported in this paper was conducted in Argentina from September to November 2005 in collaboration between the University of Paris-Dauphine, France and the 'Bariloche' Foundation, Argentina.
The objective of this study is to evaluate the development potential in 2005 of biomass as an energy source in Argentina .
The first chapter is a description of the current situation for the energy sector in Argentina: political context, structure and organization, prices, volumes, main actors, strengths and problems faced or to arise, both for the electricity and for the fossil fuels markets.
The current and potential roles of biomass resources as energy source in both types of markets are then presented in the second chapter.
The third chapter presents all legal and political aspects (describing what the current regulatory frame for energy production from biomass is and what is in project, including new environmental policies) as well as the available financing sources for biomass energy projects; this last chapter concludes with a general description of the current local context for the private investors with respect to renewable energies.

Abstract
The study reported in this paper was conducted in Argentina from October to December 2005 in collaboration between the University of Paris-Dauphine, France and the Instituto de Ingeniería Rural INTA, Argentina.
The objective of the study is to analyze what is to date regarded as the most probable development scenario of the biodiesel industry in the short, medium and long term, and to identify the expected discrepancies with an ideal sustainable development of this sector (Chapter II). Our purpose is to conduct the analysis while taking into account – as much as possible – the full complexity of the problematic, because we think this is what fundamentally characterizes a sustainability analysis.
The choice of considering the complexity necessarily sets some limitations to our study due to the timeframe in which it had to be carried out, in particular, it remains rather theoretical and is based on a too limited range of data – at least according to our estimate.
The main role of the proposals described in Chapter III is to illustrate what we think could be some ways of improvement compared to the expected scenario.

Opportunities for and obstacles to sustainable biodiesel production in Argentina (2006) Article paru dans la revue scientifique 'Energy for Sustainable Development' - Juin 2006; en Anglais
Abstract
The present paper is an updated and synthetic version of the above extensive study: 'An Analysis of the Obstacles to the Development of a Sustainable Biodiesel Industry in Argentina'. The objective of the study is to analyze what is to date regarded as the most probable development scenario of the biodiesel industry in Argentina in the short, medium and long terms, and to identify the expected discrepancies with an ideal contribution of this sector to sustainable development. Taking into consideration the impact of a draft law that was expected to be voted shortly at the time the study was made, and as effectively happened in April 2006[2], creating the incentives and framework for the development of the biodiesel industry in Argentina, the “sustainability” of the corresponding scenario is analyzed from five points of views: economic, environmental, social/cultural and technical/agronomic (the institutional/political aspect has been studied in the original report, but is not reported on in the present article). The conclusion of the analysis is a set of proposals that aim to provide some ways of improving on the expected scenario.
